Overview and Objectives

Helped public sector agencies and nongovernmental organizations (NGOs) improve access to HIV/AIDS prevention and treatment services needed by most-at-risk populations and to build institutional capacity to deliver high-quality services to special-risk groups.

The project’s overall goals and objectives were to: (1) increase access to and demand for HIV/AIDS services among most-at-risk populations and special-risk groups; (2) reinforce and improve referral systems and communication among government institutions and NGOs, and (3) build institutional capacity among governmental and non-governmental organizations to develop sustainable models of service delivery.

The project focused on HIV prevention among most-at-risk-populations (MARPs) in St. Petersburg, Samara, Saratov, Orenburg, and Irkutsk regions of the Russian Federation.

Achievements

Providers became more attentive to identifying risk behaviors among their patients: The number of clients from most-at-risk populations referred by NGOs to medical facilities in three districts of St. Petersburg rose from 5 in 2006 to 55 in 2008.
